As for the long-term development, education is the foundation above all. Teacher is a vital factor to realize education's development and to cultivate more qualified intellectual personnel to meet the necessary in our social sustainable development. Without qualified teachers, it is hard to raise the level of secondary vocational education. The good basic plan for secondary vocational education is to establish a qualified, rational, and quantity enough personnel. Secondary vocational education is characterized by local traits, it relies on the local economy and also services to the local economy. Thus secondary vocational education has local characteristics inevitably. Based on this idea, the thesis is focused on investigating secondary vocational qualified teachers'construction. Specific district's case was studied to strengthen the problem of teachers'construction in the list example and it should be propitious to acquire detailed knowledge of local condition. By analyzing the specific issues, useful and targeted discussion were carried out to improve the level of teacher training of secondary vocational education, to promote the qualified teachers' construction and also to provide some valuable information or reference for the relevant department.The characteristic and research results of secondary vocational education teachers'construction in developed countries such as America, England, Japan, Germany, and so on were evaluated and analyzed. The research and legal policy of secondary vocational education teachers'construction in our country were combed. Based on the work, the author first classified and analyzed the survey data of secondary vocational education teachers in Henan province obtained by investigation group, and then carried out rational thinking, and at last proposed strategic recommendations.The thesis is divided into four parts as follows:The first part is an introduction; under premise in question it combed the research in the relevant field which lay foundation for further study. In the second part, the author first analyzed the vocational education qualified teachers in current macro environment of our country. And then determined and analyzed the main problem existed in vocational education Teachers which guide the subsequent empirical study. The third part is empirical study. Through questionnaires and field interviews, the condition and problems in vocational education teachers'construction was analyzed. In the fourth part, the author proposed countermeasures to strengthen and improve the level of vocational education teachers' construction. It includes:expanding source channel of teachers, stabilizing and optimizing the structure of teachers; increasing wage of the teacher step by step, enhancing the attraction of vocation as teachers; promoting the professional development, heightening "double teacher type" professional teachers'construction; establishing the training system and the long effect mechanism of professional construction; perfecting the profession management system, raising their professional ethics and competence; accelerating the growing of secondary vocational school's headmaster, intensifying the vocational headmaster's construction.
