Since the expansion of higher education from 1999, China's higher education has been developed rapidly. And in 2002, the gross enrollment rate of school-age population reached 15%, which means China's higher education has entered into the popular stage. This popularization meets more people's needs to receive higher education; improve the quality of citizens; to meet the economic and social needs of senior specialists; to promote the development of the economy. However, there exist many problems in the development of higer education. At present, the development of elite higher education is a topic that needs to be explored thoroughly in theoretical and practical studies.The thesis consists of six parts:Part One is the introduction of the thesis. It explains the reasons and practical significance of this study, analyses the achievements and shortcomings of the previous studies, introduces research methods of the study.Part Two focuses on the definitions of related concepts and theoretical rationale of developing elite higher education.Part Three introduces the developments and models of the foreign elite higher education in the advanced countries. Then it summaries their experience and provides some implications for China's elite higher education.Part Four is a study of the present situations, especially the existing problems of the elite higher education, focusing on that of "985 Universities". Part Five constructs the model of China's elite higher education, including the objectives, syllabus, model and security system of elite higher education.The final part is the conclusion of the thesis in which comments and suggestions for further research are provided.
