With the development of popularization of higher education, college education costs are also increasing in recent years, and to promote the rising of tuition fees and expansion of university budgetary expenditures, increasing the financial burden of students and college financial pressure, caused wide attention from all sectors of society and dissatisfaction. It is widely questioned the rationality of educational cost growth and tuition increase, requires effective control their excessive growth.As a high-quality high-level personnel training department, in order to ensure the quality of higher education, college is bound to adopt modern teaching methods and means, equipped with advanced teaching equipment and facilities, the introduction and cultivation of high-quality teachers and so on, in essence, higher education costs are increasing. However, in the process of cost increases, we should clearly recognize the existence of loopholes and drawbacks in systems and management, it cause the loss and waste of educational resources, to bring unnecessary costs, seriously affecting the educational effectiveness of colleges. Therefore, it is necessary to analyze the factors of college educational cost growth, with a view to strengthening management and control of cost, and further promote the sustainable development of higher education.In this paper, on the basis of relevant information at home and abroad, firstly, elaborate higher education concepts, classifications and measurement, pointing out that mainly study financial costs of higher education; secondly, conducts an empirical study to the rising situation of college costs, it found current growth characteristics of the cost of higher education; thirdly, by using methods of theory with practice and model reference, do research on the cause of the rising cost of colleges; fourthly, conducts a analysis on rationality of educational cost growth, do the study on intrinsic causes of the unreasonable increase at two levels from the system and the management, it was primarily manifested in the human, material and financial resources; Lastly, give the appropriate countermeasures to rational and irrational side of the growth in the cost of higher education.
