The degree of population aging in China is very serious. Pension has been becoming one of the challenges for us. In recent years, China's old-age security system has been greatly developed, while, the services for elderly such as life care have developed very slowly. As one of the major carriers of the service for elderly, institutional service is unable to meet the current needs of elderly. In this case, China began the development of social forces to participate in the institution service. The socialization of institutional service for the aged can not only ease between supply and demand, but also further promote the change of government functions, integration of social resources fully. In the socialization of institution service, how to locate the government's responsibility, what role the social forces should play and what is the future direction of the socialization are of concern.This paper summarizes the theories of welfare pluralism of Western and Chinese social welfare society. On the basis of the theories, combining with the aging of our population, this paper analyses the practices of socialization of institutional service in some cities. Then this paper summarizes the achievements of the socialization, put forward some problems, such as government playing a negative leading role and low level of institutions. This paper analyses the experiences of socialization of institutional service in Hong Kong. By drawing on the experiences, this paper concludes that our institutional services to change the responsibility and position of government, establish the non-governmental organizations, and develop in accordance with the requirements of market and industry. The proposal of the development ideas in future is very significant to the development of the socialization of institutional service and the perfection of the old-age service system.
