Policy Study On Local University Accountability

About 75% of state undergraduates are come from local universities. They are the main force of local society construction. Local universities are also the main field to transfer'elite education' to 'public education'.The development direction of higher education, especially the local higher education,takes a great mission in our harmonious society construction. Today, higher education has become a popular education. Local universities and colleges are facing more and more challenges on both administration and subsistence. These kinds of challenges are non-imaginable for those universities managed by Ministry of Education. These challenges drive us to study a management style that more is scientific.The introduction of local higher university accountability is a kind of system which includes responsibility monitoring and tracing. This system contains below items:to cultivate high quality human resource; to meet the commitment of public education; to pursue high work efficient of education organization operation system; to accept full scale monitoring and tracing. "Show the executive right in sunshine", said Mr. Hu Jintao in CPC 17th conference report. This concept becomes the new compass of making higher university development stable in new times. So firstly, based on the definition and clarification of related theories, this article compares and analyzes the theory operation and inspiration of higher university accountability system both at home and abroad. Secondly, this article studies the real case of university accountability especially and analyzes the unclear accountability element, incomplete monitoring and tracing system of provincial-owned universities. The root cause is:lack of legal support, miss-position of principle part of related parties, lack of accountability speculation, and encumbrance of current higher education system. Finally, this article proposes solutions to solve the above issues:define and perfect accountability elements, legally support on local university accountability, strengthen individual accountability speculation, set up and perfect accountability regulations.
