This thesis describes the definition, the functions and the history of networks management. It concentrates on three popular networks management frames, Internet/SNMP-oriented frame, OSI/CMIP-oriented frame, TMN frame. It gives a brief introduction of the practical methods of developing the systems. Last, we implement a networks management systems of electric power communication networks management system. This system manages and controls the electric power communication networks of the network-level.
