The 3rd Generation Mobile Communication System is a hotspot now. Depending on the analysis of its network architecture and service principle, a new scheme of therealization for a new service-----PUSH Service over packet switched networks ispresented. PUSH Service is a general designation for all the applications whose data delivery are featured with server-initiated. This paper begins with the introduction of the 3rd Generation Mobile Core Network, then focuses on the analysis of several proposals to implement PUSH Service over GPRS/UMTS networks. In the analysis include the architecture and network elements needed to implement PUSH Service, the proposed protocol architecture used by PUSH Service to delivery PUSH message, and the main procedure to explain how PUSH delivery mechanism works. On the basis of above analysis, a comparison is given and a new solution to implement PUSH Service is put forward. In the new implementation, PUSH Service is supported by the Mobile Intelligent Network, i.e. CAMEL. Also, two important improvements are involved in it. One is the simplification of CAMEL mechanism in GPRS, and the other is the design of new software module in gprsSSF. Using these two improvements, PUSH Service can be applied over GPRS network easily and quickly. In the end, the prospect of combining the PUSH Service with other services in 3G is introduced.
