RTU is the key device to accomplish communication in SCADA system and takes on the responsibility of "uploading and downloading information" between master station and slave station. Due to limited communication ways supported, traditional RTU is difficult to meet the demands of SCADA system in many fields such as electric power, irrigation, petroleum, environment etc. This has influenced the information modernizing process of the whole society.Firstly, this paper discusses in detail about the shortage of traditional SCADA system and new requirements that modern society promotes. Then a new solution of SCADA system that adopts multiform communication manner is given. Based on the solution, this paper proposes a new design thinking of RTU that faces mini-type SCADA system and can support multiform communication manner.The new design thinking leads to all-round design and implementation in software-hardware for this new type RTU's bus, mainboard and various communication board. The design process of entire system and methods that the system employs are also concisely described.Finally, with the analysis of experiment results and application in practice, this paper summarizes the features of such new type RTU, and gives the opinion about its further development.
