With the development of network technology, video conference system has changed from the system based on ISDN and H.320 to the system based on IP and H.323. In the H.323 video conference system, it transmits the media with multicast instead of unicast. In order to achieve real time and interaction goal of the system, it controls the quality of media transmission with QoS technologies and strategies. This paper describes the realization of the video conference system of Ministry of Communication , its design idea of QoS module .This paper is divided into six parts. In the first part, it introduces the history and development of video conference, the importance of QoS technology . It also describes the background of the paper and my task in the project. The relevant technologies of video conference,H.323 protocol,TCP/IP protocol and IP multicast technology, are included in the second part. Video conference system of MOC has been described in the third part. And the highlight of this part is the realization of the transmission platform in the system.The fourth part introduces the design idea of QoS module in the system.In the fifth part, it gives the test result of the MOC system. The last part is the conclusion.
