Public Communication of Science And Technology (PCST) is the blood cycle system of science and society. It also is the most important interaction media between science and society. With the development of communicate media, PCST has walked a long way from antique to modern. And now, as the growing-up of the network society, PCST is given a new instrument, that is Internet. From then on, PCST comes to a network period. The second chapter of the paper emphasis on the emerge of Network Communication of Science And Technology (NCST) which includes problems and crisis , requirements to PCST in the network society, four aspects of NCST and the important role of NCST to the development of the human society . Compared with the antique ways of the PCST, NCST has special constructions and functions, it is the revolution to PCST in many ways such as communicate mode, relation between the owner and the accepter, and communicate functions .However, during the development of NCST, many problems come up. NCST would melt with the antique ways of the PCST in the network society, and play an important role in the development of science and society.
