The trend that China's Multimedia Networks is developing to wide band and IP centered can not deny the fact that narrow band environment and operations in it will exist for a long time.The development of multimedia and communication technology in mutual spurring will be discussed in this paper. In addition, achievement human has gained and troubles yet exist in these fields will also be involved. The key technology ,also its application thinking of multimedia communication based on narrow band such asmulticast, data compressing, Media Synchronization and distributed architecture etc, will be analysed at length,Multimedia conference system based on H.323 advice has been developed and applied to a large range. So H.323 protocal cluster and the framework, model and its implement details of multimedia system based on it will be added too. In the end, a real video conference system will be available.
