As the fast e-business development in Internet, traditional workflow system can't meet the requirement of modern business process management any more. They don't provide enough support to dynamic and inter-organization business processes because lacking agility and interoperability.Web Service is a new Distributed Systems technology based on SOAP. SOAP is an XML W3C protocol that provides an RPC mechanism that wraps around heterogeneous object models, such as DCOM and CORBA, allowing these objects to call each other's functions.Object Oriented technology is widely used in programming fields recently. The core of the Object-Oriented programming is encapsulation and inheritance. The key to successfully build a system using Object-Oriented technology is to carefully design the connection of classes. And Design Pattern provides the elegant way of connections of classes, so properly use Design Pattern can dramatically optimize the system.This paper describes the design and implements an encapsulated and structure workflow system. This .system can encapsulate the control of the flow into a Java Bean which is used to describe the workflow. The bean is just like a black box which outer part can include it or use it without any idea of how the black box is working inside.
