With the new century's coming, our country's highway present "road-net" constructions. We are facing the problem and task that is how to enhance transportation- capability, improve road management level, increase economy benefit, decrease negative-effect of traffic-accident and all kinds of natural disaster. In the worldwide area, science technology, information technology and communications technology are mushrooming at a striking speed, which inaugurate new times of our country's highway development as well. Research and developed production of software in the field of traffic supervisory control shall have extensive application outlook, together with tremendous social and economic benefit. This thesis, which takes high way traffic supervisory control as its background, having derived reuse thinking from software technology, attempts to reuse in the domain of highway supervisory control software, and devotes to realization of generalization and standardization of traffic supervisory control software.This paper, starting with characteristic and actuality of the highway supervisory control software development, presents the viewpoint that in order to achieve the goal of heightening the efficiency of highway supervisory control software development, satisfy requirement of expanding traffic supervisory control system rapidly, we can introduce component techniques into highway supervisory control software. In what follows, the paper analyzes and compares COM with CORBA, both of which developed relatively maturity and applied abroad in component techniques; Further more, the interworking architecture concerning relation of two kinds of standard referred to above is discussed. In the following part, the paper discusses the modeling of highway traffic flow based on expounding of highway supervisory control theory gist-the traffic flow theory, then the structure of highway supervisory control system is analyzed. After that, the article gives assignment of software system and hardware system according to system requirements. The modules plotting and function demand of supervisory control software are dissertated with emphasis. Finally, in the part ofrealization of component, the paper chooses to carry out the project that is multi-serial port and multithreading through deeply analyzing communications module. Considering requirements of other kinds of supervisory control software in the field of supervisory control, the paper abstract serial communication component which fulfil main function of communications module. At the end of this part, the component is realized under the Delphi platform.
