With the development of visual and network technology, the role of medial image information in clinical diagnosis, teaching and researching aspects is becoming clearer and clearer. Relative technology and system research have become one of the focuses in the present digital image fields. PACS (Picture Archiving and Communication Systems) as the important part of realizing medical image information management can digitize the data from the collection, display, storage, exchange and output of medical images. One of the technology problems that PACS has to solve is to unify all kinds of image formats from different image equipments and data communication standards. As a result, a new standard, named Digital Imaging and Communication in Medicine (DICOM), was born. It provides an open data-exchange standard and makes it possible to unify the storage and communication of images produced by different equipments.Firstly, the thesis resumptively introduces the PACS and DICOM standard. Secondly, it detailedly describes the process that we develop the software tool-package based on DICOM. The tool-package includes image processing module and image communciation module. The first one mainly realizes the transformation from nonstandard medical images to standard images and relative work about image processing. The last one completes the communication of digital medical images base on the eighth part of DICOM standard. Finally, the thesis presents the corresponding test results to different function modules and makes good preparations for realizing the PACS in the future.
