The article researches workflow management and architecture based on web: the requirement and definition of workflow technology, the definition and reference model of Workflow Management System, the difference between Workflow Management System and Management Information System as well as the technology of Microsoft.NET.According to the research of base and analysis of the practical development requirements to important business applications, the article presents a framework of the lightweight workflow engine based on relative DB which is adaptable for the taxation business development and discusses the reasons that adopts relative structure and lightweight level concept. A prototype of this workflow engine has applied to a taxation administration information system which proves that taking the workflow engine can markedly shorted the cycle of the development on taxation business application.
