The E-government affair is management pattern of government affair based on computer network technology, focused on share, communion and collaboration as well as structured with government affair information flow and relative integrated work flow. It will makes government work more efficient, service more better and expenditure more less by the configuration and the recombination of work flow. Workflow Management System is a powerful tool to support the automation of business process. The information management system supported by workflow technology has great flexibility so that it has applied in the E-government affair field recently, and the research of workflow application has become one of the hotspots in software developing field. The article researches workflow management and architecture based on web: the requirement and definition of workflow technology, the definition and reference model of Workflow Management System, the difference between Workflow Management System and Management Information System as well as the technology of Microsoft.NET.According to the research of base and analysis of the practical development requirements to important business applications, the article presents a framework of the lightweight workflow engine based on relative DB which is adaptable for the taxation business development and discusses the reasons that adopts relative structure and lightweight level concept. A prototype of this workflow engine has applied to a taxation administration information system which proves that taking the workflow engine can markedly shorted the cycle of the development on taxation business application.
