Wired network cannot meet the need of local network dispose at emergency response system in e-Government, because the environment is uncertain and the network dispose is flexible and maneuverable. Moreover the traditional wireless network which need Access Point support has difficulty in practical application. However the application of mobile Ad hoc network (MANET) generates a new method in order to solve this kind of problem. Based on a certain emergency response system this paper thoroughly analyzed the special requirement, in conjunction with the analysis of special performance and propriety, with the aim of secure routing protocol, facing to practical application, presented a new solution, secure routing select strategy. For MANET the Advantage of application mainly lies in the changing of node, the velocity of moving, flexibility and changeable, so the routing protocol need to have the propriety of high scalability, and the network topology can adapt with the change of the node. Only by this, the security can be guarantee. There are three novelties in this paper, which are listed as follows: firstly, by comparing the simulation results of several typical routing protocols, contribute to the problem that single protocol cannot meet the need of MANET. Secondly, a new secure routing select strategy is presented in this paper. Thirdly, combined with the propriety of the MANET, the emergency response system is designed for a certain city, which realizes the new method in project. At present, the new strategy is used in a small area, which contains several nodes with a lower speed. The further research will focus on routing switch, protocol triggering and so on.
