Research And Development Assessment By Object Management System Based On The Web For Achievement Of Government

With the reinforcement of government cost control and intendance consciousness of the citizen, Performance Appraisal of the government, which is the crucial link of improvement for government management, is been carrying out in a large scale. Since China enters WTO, it is hot to build E-Government for raising work efficiency. The government is turning into a Digital one by developing E-Gov engineering.This thesis aims to design and realize an Objective Management system based on WEB technology, which is used to assess government performance, belonging to E-Gov system. Because of the particularity of the industry and procedure, it costs much on requirements collection before development. This thesis optimizes the current working flow and regulations when analyses appraisal flow. The management system can meet the existing remands of assessment on government performance, and it is helpful to build a scientific and reasonable merit system.The system developed in this thesis uses ASP technology based on WEB and B/S mode, merges performance assessment with management, and realizes the optimization and recombination of organization structure and working flow. It provides a high-efficiency, perfect, normative, fair-minded performance appraisal system for the government. It will help the government to cut down management cost and enhance assessment efficiency.
