Research On How To Avoid The Risks Of Copyrights In Digital Library

Digital library is a modern information service constitution that operates under the supports of networks and provides high quality information efficiently. Digital library has been developing quickly since 1990 after the earlier research and development. At the same time there are still a lot of problems to be resolved. Among these, how to protect copyrights is one of the most important problems. Because of the network's environment and digital libraries' characters, there are many differences on construction and operating between digital libraries and traditional libraries. The balanced position of copyrights owners, information providers and users is broken under the new style library. So it is necessary to be reformed. Under the new environment many rules have been issued around the world to adjust, amend and replenish the old copyrights' protecting-system. Those rules extend protects to net space firmly. On the other side, because of the unclearness of relationship between the real space and net space there are still some unresolved legal problems left and that lead to legal proceedings. We need to do further research and analysis work to help digital libraries developing successfully. This paper focuses on how to avoid the risks of copyrights by regulating people according to laws and institutions issued.This paper has two parts: the first one is about research on some generalproblems of copyrights in net environment; the second is about how to resolve those problems of copyrights in digital library. It composes five main parts. The first part is preface, which gives an introduction of the development of copyrights and digital library. The second part is about the net effects on copyrights. It analyzes the present situation, characters and reasons of copyrights in the net environment. The third part is about the present situation of copyrights in digital library and how to protect it. It explains the risks on copyrights that are before the net and information service institutions. The forth part gives some advices on how to protect copyrights in digital library. It also gives details on how to accomplish it after analyzing the constructing, operating and servicing of digital library. The last part is conclusion. It raises several conclusion and suggestion on copyright in digital library.
