With the rapid development of computer technology, the size of software is becoming bigger with each passing day, so its quality is more difficult to control and govern. In order to deliver the satisfactory software of high quality within the schedule and budget, an efficient and flexible software development framework should be used in combination with scientific project management to exert an effective measure as well as quality monitor on the software flowchart. This paper is mainly composed of the following: Firstly, an analysis and research on Team Software Process (TSP), Personal Software Process (PSP) and CMM is conducted here. CMM puts forward the quality standard a mature software company needs to reach, that is a question of "what", it emphasizes the macro-governance concerning corporate software process with an orientation to software development units; PSP emphasizes the improvement of an individual software developer's capacity as well as the micro-optimization concerning software process in the company, it aims at the software developers; TSP emphasizes the management and cooperation of the developing team. PSP and TSP solves the problem of "How", therefore they have higher degree of actual operation. Next, based on the merits and de-merits of those three different models, the principle of "Linearity of primary importance, parallel and iteration of assistance" is introduced, and an ameliorated model: Software Quality Control Model (SQCM) comes into being. This framework will integrate the merits of the three models and take full advantage of advanced technologies of other software engineering such as project management, software measurement, component reusage, data tap, etc, so as to take the quality of developing process as well as the products under effective control and improve the overall capacity of software organism. Lastly, this paper introduces the design and its operation details of SQCP based on TSP, and the application of software measurement and data tapping to the SQCP developing process. A measurement statistics of size, risk problem, mistakes and bugs, mission schedule, time schedule, configuration alternation, personnel quality and so on are carried out separately, meanwhile, the potential objective rules among each measurement data is examined by means of correlation rule, thus a strong support is provided for the realization of consistent improvement of the software process.
