The National Organization Code (NOC) is a unique and invariable legal identifier issued to a department, an enterprise, a society, an association or a non-profit organization, etc., founded according to the relevant laws in China. Acting as a bridge connecting different ministries and systems, the NOC Identifier System plays a very important role in supervision and administration of fiscal, taxation, finance and commerce; it also strengthens the macro control on economy, facilitates the acquiring of more accurate and up-to-date information for decision-making, thus promoting the development of e-government and e-commerce. The NOC has been widely used in economy construction and various social sectors, such as in commerce, industry, civil affairs, taxation, banking, statistics, commerce, foreign trade, customs, foreign exchange, public security, personnel management, social security etc…As an identifier of organization in China, the NOC provides the mechanism for government ministries to strengthen social macro control and inspections. In the era of information technology, data of the NOC provides the basis for government departments, agencies to strengthen macro control and regulation. In the IT era, the NOC is one of valued social resources, its development and utilization would definitely cause great economic and social repercussions. The NOC System and the information system constitute the foundation for popularization of information technology in the national economic sector and provides an important means with which as to speed up the set up of a socialist market economic regime, accelerate the shift of government function and intensify its macro control system. The article, which introduces the development process of the information management system of the NOC of ChongQing City by software engineering means,developes a practical solution of informatization on The NOC.The solution includes a special,highly maintainable information management system of the NOC,Which is designed by modularized analysis method and is based on the situation of the NOC management of ChongQing City and the existing resource.
