E-Government refers to the use by government agencies of information technologies (such as the Internet and mobile computing) that have the ability to transform relations with citizens, businesses, and other arms of government.After introducing the research background, the author describes three aspects of the e-government: the specific definition, the developing situation and the existing problems. To address these problems, the author proposes an agent oriented approach to the modeling of the e-government system. The term agent was widely discussed with the research of Distributed Artificial Intelligence (DAI) field. The agent techniques are suitable for the e-government system. The intelligence, autonomy and surviving ability of thee-government can be improved. Multi-Agent Systems can play an important role in the application area of e-government. In the light of the characters of agent technology as well as the adaptability between agent technology and E-Government system, the author presents a framework for designing, which is based on agent technology and is used to set up constituting problem domain, fully reflecting user requirements and having some adaptability. This modeling method is the realization of agent oriented software engineering (AOSE), and which is a new mainstream of software engineering. As a case study of above modeling method, the author model a project examining system with agent oriented approach and highlight the system analysis and design. During the system analyzing phase, the author makes the following efforts: agent oriented decomposition, agent oriented abstraction and organization. During the system analyzing phase, the author brings the Belief Desire Intention (BDI) formalism and extends the Unified Modeling Language (UML) to model the Project Examining System.The formal definitions and life cycle of the Examining agent inthe project is an important section of this paper. In the last section, the author summarizes the agent oriented modeling method and discusses the research needs to be done in the future.
