Information techniques are changing the traditional management pattern. There are major alterations in external environment and internal environment of library. There exist many difficulties in application of management theory of traditional library, so it is necessary to research on library management under network environment. 1.Changes of library management induced from network environment Network environment consist of wideband, high-speed, integrated, wide-area, digital or telecommunications network. Internet is the most concrete, typical, and remarkable one. The waves of network environment hit strongly the traditional library, network environment brings about great changes in library: elongation of library concept; library modernization; development of library professional work, or resources building of library develop from paper to network, service of library expand from internal to external, each library becomes a member of the network; relocation of librarians; part location of library: library is still the intermediary for user to acquire information, the new mission of library is to promote the sale of information and to give out information, library will pay a part of knowledge community centre. 2. Foster modern management thought and keep pace with the times The advantage of network environment is large information, high-technique and open-end. People can transmit and acquire information through internet in the world and realize really the resources sharing. Facing the historic opportunity, library should reform the current management mechanism, and foster modern management thought, and keep pace with the times. Network culture has brought about great changes in position, function, collection, work pattern of library, staff and connection between libraries. So we must foster the management thought of modern-talents first and human-oriented, and foster the network library thought of cooperation and sharing. 3.Construction of Medical library management subject system under network environment It is necessary to construct the library management subject system under network environment in order to perform library management effectively.
