With the continuous development of social economy and living standards, people have been becoming pay more attention on improving their health status, while people’s needs of health promote their health services utilization. Meanwhile, China’s constantly perfected social medical insurance system also reduces the economic burden of the residents who are taken ill, furthermore increases the level of medical service utilization of the residents. However, it is worth noting that "high cost of getting a treatment and difficulty in seeing a doctor" in rural areas has not been completely resolved, the phenomenon of illness-caused poverty also occur. In the case of the New Rural Cooperative Medical System(NCMS) has been basically achieve full coverage, the above phenomenon indicates that the current NCMS which plays the role of enhancing the services utilization level of rural residents is limited, so it is hard to solve above difficulties of rural residents only by discussing whether participate in the NCMS. Therefore, we have to dig deeper reasons. Different income levels determine the different consumption levels, then the medical service consumption of rural residents who are under the NCMS whether have varieties or not because of their different income levels? In a similar way, whether their medical service contents have differences or not? These are the most important questions to be answered in this article.Research methods used in this article is the empirical analysis.On the basis of previous studies, we divide the income levels of CHARLS2011 NCMS residents enrollment into five equal partition, use outpatient probability, outpatient expenditure, hospitalization probability and hospitalization expenditure reflect the rural residents’ health service utilization, separately carry on the regression analysis, in order to find rural residents’ medical services utilization varieties and the reasons resulting in them, then put forward the policy recommendations.
