A Study On The Function Of Baoying County Government In The Operation Of Primary Medical Institutions

Health industry as people’s livelihood industry is closely related to people’s lives, and the people usually see a doctor basically in the primary medical institutions, government functions play a vital role in the operation of the grassroots medical institutions.This study, based on the background of the new health care system reform and the goal proposedin the of the 18th CPC National congress that everyone is entitled to basic health care services, the common concern of "difficullt and costly access to health care services" as a starting point, by reviewing and drawing lessons from the related theories of the effects that government functionshave on thehealth care system, Baoying county government functions acting on the primary medical institutions. The comparison of various data in the new health care reform before and after 2009, has proved to what degree government functions have effects on the operation of the primary medical institutions. On this basis, the paper it points out the insufficiency of government functions in the operation of primary medical institutions, and puts forward some related suggestions and countermeasures.The results show that:1. Government functions play an active role in the operation of the primary medical institutions.(1)The government plays a guiding role in the operation of primary medical institutionsin terms of policy formulation and implementation. Every new file the government issues about the health care system reform will determine the direction of the development of primary medical institutions. For example, the government requires specifically set planning, approvespreparations, or the primary medical institutions can timely plan and construct, design jobs and staff in accordance with the standards, to solve long-term business including housing shortage, inadequate staffing, lack of beds and other key issues. The government has introduced a system for basic drugs, in which people see a doctor just in the range of basic drugs directory, and the implement zero price difference for drug sales.(2)The government plays a key role in subsidies and disbursement of funds for the operation of primary medical institutions. Before the reform, the governments at all levels issued many relevant documents in the fields of health care, but because of financial shortage of funds, compensation was not in place, not fully funded or not related to the allocation of project funds. For primary medical institutions in infrastructure construction,the investment of major equipment, and other aspects of the difficulties, there were many. After the reform, levels of financial subsidies in the operation of primary medical institutions have increased.Various equipment in county hospitals has upgraded, and township hospitals have made considerable progress in terms of hardware facilities. Meanwhile, Baoying county has two township hospitals with computer tomography, in which case, people can accept large diagnostic instruments at home.(3) Government regulation is a necessary guarantee for the healthy operation of primary medical institutions.(4)The government plays a decisive rolein the talent introduction and training of the operation of primary medical institutions. Baoying county has increased personnel recruit gravitational degrees, from dozens in 2008-2009 to 97 in 2015, and the number of recruitment has increased significantlyeach year. The government has named "the Teacher Studio""BaoyingFamous Teachers", to establish a typical, leading the vanguard and exemplary rolein primary medical institutions.2. The lack of government functions hinders the development of primary medical institutions to a certain extent.(1) Compensation mechanism is not perfect, and the compensation is not in place.(2) Performance appraisal system is not perfect.(3) Drug security system is not perfect.According to the theoretical analysis and practical research results, this paper puts forward some suggestions and countermeasures:1. To establish a multi-channel financial compensation mechanism.2. To perfect incentive mechanism of income distribution.3. To continuously consolidate the results of basic medicine system.
