In the early times of Western Wei Dynasty, the Wuchuan group, the emperor’s clan and his minsters with those people who were on the side of the emperor all gathered in the Guanglong District.These people had different backgrounds and interests orientation. In the official selection, Yu Wentai got rid of the conception and convention of gate valve staffing since Wei and Jin Dynasties and combined each force in Guanlong Area to reach the national goal of mutual life and prosperity. In the merit of local officials, it is mainly done by Shangji system and envoy dispatch and routing.The institution of envoy dispatch and routing were widely used at that time which played an important role in purifying the official and reducing corruption.In order to enhance the management and education on officers, Western Wei and Northern Zhou also gift different levels of titles and material awards to officers for various reasons, the most dominant basis of which is the military medals and achievements. And for misconducts or post criminals, or officers violating domestic authorities and obeying moral standards, nations in Western Wei and Northern Zhou Dynasties also give different punishments to maintain the good atmosphere of the officialdom.Yuwen Tai carried out Bureaucracy Reform, and created a new set of officials salary system. Salaries of officials is linked with their Civilian grade.More importantly, the salary was adjusted to the production of the agriculture.In Resignation institutionally, Western Wei Zhou regime generally followed the relevant provisions of the Resignation of the late Northern Wei Dynasty. Retirement age was seven years old when the officials, but if physical condition permits, they were no longer subject to this restriction.
