Analyzing this historical documents, clarifying the different aspects, sorting out the interrelated, combing of these different aspects and exploring the Profound implications of different aspects and its interrelated has necessarily important and practical significance, in terms of understanding and executing the fileFirstly, the paper illustrates the Provision of scientific identification, purposes, missions in Conference papers, the guidelines and policies with the development of the recognition of the progress in science should be obeyed (Chapter Ⅱ), Secondly, it proposes the causes and prevention methods of negative effects in technology (Chapter Ⅲ) Then it analyzes how to better use technology to Service for sustainable development (Chapter IV) finally, it discusses the construction of scientific ethics in Chapter V.
