UNESCO convened the World Science Conference in1999and adopted "Declaration on Science and the use of scientific knowledge"in the meeting. The Declaration puts forward that scientific services for the sustainable economic development and the establishment of a new science and ethics requirements have a comprehensive, systematic and strong practical relevance. Analyzing this historical documents, clarifying the different aspects, sorting out the interrelated, combing of these different aspects and exploring the Profound implications of different aspects and its interrelated has necessarily important and practical significance, in terms of understanding and executing the fileFirstly, the paper illustrates the Provision of scientific identification, purposes, missions in Conference papers, the guidelines and policies with the development of the recognition of the progress in science should be obeyed (Chapter Ⅱ), Secondly, it proposes the causes and prevention methods of negative effects in technology (Chapter Ⅲ) Then it analyzes how to better use technology to Service for sustainable development (Chapter IV) finally, it discusses the construction of scientific ethics in Chapter V. By researching it, I made the following two points:1、The view of complexity about treating the negative effects of scientific and technological issue should be taken. In view of the root of negative effects of science and technology and the diversity of formation mechanism, there is no uniform methodology to deal with the problem only by adapting to the integration of different approaches of different causes.2, the development of science is not just to acquire new knowledge and improve production effectiveness, Considering the function of the law of entropy (second law of thermodynamics) and the specific situation of Earth’s limited natural resources, Technology should be developed in the direction of "green technology"., which means it is committed to saving and utilizing efficient earth’s resources.
