In the early 21 st century, “The Blue Book of Industrial competitiveness” released by Chinese Academy of Social Sciences suggested that C hina has entered an upper- middle income level countries. In accordance with the laws of economic development, our country has entered a concentrated outbreak of the conflict dispute, that is, Middle-income trap, which is a serious threat to coordinate economic and social development of the country. Recently, China’s social stability index shows a downward trend. Statistics show that China’s annual mass disturbances originated in various social conflicts are up to tens of thousands. More and more mass disturbances it happens, worse and worse effects on group of time are. As a result, it brings a huge threat to stability of the state and society, which increases social stability risks.This paper starts with the social stability risk assessment of developments at home and abroad. Through a research of social stability risks conducted by comprehensive land management projects of the township in Mudan District, the use of quantitative research methods and social combustion theory model, combined with social combustion theory to calculate the valuation of the variable indicators in various fields, it reaches a risk factors of the project, calculates risk level of social stability of the project and points out the occurance of variable risk indicators, so the reasonable comments can be proposed to avoid the risk of social stability.Finally, by the land consolidation project risk assessment, this paper will sum up the deficiencies of current social stability risk assessment mechanism. In order to promote China’s social stability risk assessment mechanism, we must strengthen ideological importance and establish a scientific and effective mechanism for risk identification and analysis. Meanwhile, we should implement the use of assessment results to the decision- making and achieve mutual benefit of government and the people, which will reduce the risk of social stability.
