In the Qin and Han dynasties society, Dao(Its meaning is generalized ‘theft’)has become one kind of special social phenomenon. In the four-hundred year of Qin and Han dynasties, this kind of thing is always accompanied by. There are extensive literature documents related to Dao in Qin and Han, but its original meaning is not limited to the general stealing or theft. The Dao refers to some elites more, who takes advantage of their power, fame, wealth and force to prey on the people and fight against the government. The Dao and the Hao have much similar in a certain sense.In the history, government took many specific measures to crack down on it,especially the Qin and Han dynasties, the examples of some fruitful measures such as,the suppress to the aristocracy of the Six Kingdoms in Qin, the migration of Dao to Guanzhong by the Emperor Gaozu of Han, the suppress to the Seven Kingdoms’ rebellion by the Emperor Jing of Han, the continuous migration by the Emperor Wu of Han, the policy of Suanmin, Gaomin, Special operation of salt and iron, the restriction to occupying farm lands by the Emperor Guangwu of Han, slave trade prohibition, etc.. The history of cracking down on the Dao in Qin and Han, actually is a period of time to crack down on the Hao people. Meanwhile, the Hao People was not willing to await their doom, they cleverly escaped the net of justice of the government with the help of complex social relations and powerful social forces and under the cover of Confucianism, finally their forces raised step by step and has developed to a point where the government was helpless to them. The process to cracking down on the Dao People and their resistance is a period of antagonism history between the centralized political system and social forces. Finally the central government and the Dao people get into a situation of sharing the governance as the final result.
