As an essential part of marginal people, Tungustic Evenks mostly live in their Sumus that situated in Chen Barhu Banner in the city of Hulun Buir, Inner Mongolia. With relatively small population though, Evenks share many ubiquitous characteristics with modern minority ethnic groups. Meanwhile, they retain many of their unique qualities as well. Faced with the shrinking natural resources, severe pollutions and the decays in eco-system, Chinese government has taken many measures to manage the problematic situation caused by modernization. However, although some of them are proved to be valid, there are still many parts failed to achieve the intention due to the failure in combination with the local knowledge. Therefore, it can be seen that the local knowledge plays an indispensable part in its region, much like the role of dialect in linguistics. This essay is based on a carefully conducted fieldwork research. By studying the compromise and conflicts between the ecological perspectives of official programs and that of Shamanism, we discussed the significance of the correct usage of national knowledge and the local knowledge.This essay includes introduction, literature review (covering three chapters), conclusion, recommendations and references. The introduction illustrates the background, aims, methods, context and related theories of the research. The first chapter reviews the history, present situation, natural environment and the customs in Evenk Sumu. In the second chapter, we first investigate the performance of governmental programs in Evenk Sumu and the relevant official departments. Building on the knowledge, we analyses the conventional lifestyle, religious ceremony and taboos in Shamanism and the hidden ecological perspective. The third chapter contains two parts. The former part focuses on the conflicts between the two ecological perspectives (that of government and that of Shamanism) while the latter part investigates the compromise of the two perspectives and the reasons behind them. Then we come to the conclusion that despite the large amount of national investments, the state of prairie ecosystem still remains unsatisfactory. We highlight the vitality and the meaning of seeking a proper way to balance the improvement and preservation of the traditional culture and constructing a mutually beneficial relationship between the demands of the government and the thriveness of ethical minority’s culture. The recommendation is consists of interviews, tales, ballads and illustrations.
