A Study On The Financial Legal System In The Frontier National Autonomous Areas

The problem of nationality is a critical issue faced by the internationalcommunity. In the frontier ethnic minority autonomous areas, social relationship isone of the most important aspects of ethnic relations, and the financial problems areimportant parts of ethnic relationship, which are closely related with national unityand stability in border areas. Finance of frontier autonomous areas is an integratedconcept including economics, geography, history, politics, military, culture, ethnicwhich is an important component of China financial system. Its fiscal legislation is animportant measure to ensure frontier ethnic minority autonomous areas’ economicdevelopment, a necessary factor in maintaining harmony and stability in border areas,but also the key to the current national problems. To properly resolve legal issues ofthe finance of the Frontier Financial autonomous areas, will be in favor of the nationallegal system, help to promote social and economic development, and ultimately leadto the rule of financial law. Economic base determines the superstructure, so thefinance is the foundation of frontier areas’ economic development. The frontier ethnicminority autonomous areas can’t work properly without finance, while the autonomyof frontier ethnic minority are as difficult to implement without financial legal system.Since most of the ethnic autonomous areas in remote frontier areas close to the borderline, the harsh natural environment, transport facilities, lack of information, poorinfrastructure, low levels of productivity, economic development lags behind thecurrent financial foundation is weak, the long-term deficits, fall into the vicious cycleof "low level of economic development-revenue low-spending more-theself-development capacity is weak-the low level of economic development ". Suchproblems as financial decision-making and implementation of the legal right to runfiscal problems, fiscal income and expenditure imbalances, transfer payment systemnot standardized, lack of financial laws and regulations, hinder the frontier areas’economic development. National legal system is an important part of the socialistlegal system with Chinese characteristics, the research of financial legal issues in frontier autonomous areas, is not only the practical needs of the areas’ economicdevelopment and national unity, the needs of maintaining harmony and stability of thefrontier, but also the needs of construction of the national legal system.The author intends to take Yunnan Wenshan Zhuang and Miao AutonomousPrefecture for example, in perspective of the behavior of autonomous areas, researchlegal issues of national autonomous local government. By taking Wenshan Zhuangand Miao as object, we can comprehensively understand fiscal autonomous areaslegal issues of Yunnan, even of all over the country, so as to cause everyone to payattention to the financial operation, the legal status and social and economicdevelopment issues of autonomous areas of the frontier. The author seeks to resolvethe financial problems through regulating of financial rights, implementing theautonomy rights and improve the financial legal system of frontier autonomousareas,and expect to promote the national frontier autonomous local citizens enjoy thequality of public goods and services, to improve the local economic developmentlevel,to get out of the vicious cycle of " low level of economic development-lowrevenue-expenditure and more-self-development capacity is weak-the low level ofeconomic development," ultimately maintain stability in border areas, national unity,prosperity and development of local and national long-term stability.
