The Truth and Reconciliation Commission, as a kind of transitional justice mode, inthe recovery of massive human rights violations in a state, and plays an important rolein the most serious international crime. South Africa is the most successful model.The author of this paper to South Africa’s Truth and Reconciliation Commissionas the representative of the international community, the existing truth commissionanalysis, from the origin of the Latin American countries, to Africa existingCommittee, through historical analysis, text analysis, comparative analysis and otherresearch, from the international society for holding the truth commission’s attitude, thecommittee’s permission, different historical background countries located, facing theCommittee of different countries and different problems and other aspects, to showthe status of the truth commission exists. Through comparison and analysis, and theinternational law of the truth commission involved the pardon authority, whether thereis the core issue of illegal under international law, to further explore the form of thetruth commission can be widely used.The truth commission in South Africa and domestic success, worthy of reference,but also by many historical necessity and not be copied by South Africa, so the modelcan be widely used is still a need to explore the issue, the most basic elements but atruth commission should have, is the focus on.
