Both history and reality tell that Japan is the most significant neighbor of Chinaand also the one hard to handle. As a result, strengthening the research on Japan’sforeign policy, especially security policy, has vital realistic meaning. Since Abesecondly became Prime Minister on Dec.26th,2012, the relationship between Chinaand Japan showed no sign of improvement, and even deteriorated. The theadjustments and changes on Abe’s foreign policy require significant focus andintensive study, which is the research background and intent of this paper.This paper uses literature review method to analyze the adjustments and changeson Prime Minister’s decision making authority during Abe’s second office, and theinfluences at home and abroad.The first chapter explains Japan’s foreign policy making system. Japan’sdemocratic system remade by US after WWII, allows cabinet and political parties,officials and public medias, even national teams to show their power on foreign policy.This is against conservative Abe’s willingness to get out of the post war system duringhis second office, and get the right of collective self defense and amend theconstitution. In order to reduce resistance in his administration, Abe strengthenedPrime Minister’s foreign policy decision making power systematically.The second chapter illustrates and analyses specific measures Abe took tostrengthen foreign policy decision making power by lots of cases. For example, hecontrols cabinet officials’ affairs to strengthen his control over the cabinet. Heestablished national security committee to gather the foreign policy making power tohimself and his people, which improved Japan’s foreign policy effects greatly, andalso produced concern on “Abe dictatorship”.The fourth chapter researches the foreign influences of Abe’s strengthening PMdecision making authority. The fact that Abe’s decision making authority isstrengthened consistently and has become rightward affects northeast Asia and worldsituation, and the negative influence to China shall never be ignored. We have torealize the significance of this problem. The conclusion part proposes China’s coping strategy, including strengtheninganticipating on Japan’s foreign policy, and improving China’s diplomatic gamingability and other measures, which have vital meaning to our active diplomacy.
