China, as the biggest developing country in the world, is becoming the globalstrategy center with rapid economy development and stable social environment. Tofollow the economy globalization, China presents the strong potential of its marketing.The foreign capitalized companies are the most active power in the economy time,and the amount of foreign employee is increasing year after year. At the meantime,the cross culture management is suffering the predicament due to the differentlanguage, culture background, criteria and development demand etc. from it. Thisarticle will focus on the weakness of this public management which is getting obviouscurrently. From the point of government public management, this article willprovide the study of cross cultural management.Total6parts support this article. The Introduction will provide the studybackground and significance; also raise the study idea by listed the domestic andinternational study achievement. Chapter1will illustrates the theory of cross culturemanagement. I’ll list the culture differences between China and foreign countries andits impact on the cross cultural management for foreign talents in China. In realmanagement practice, there are many issues caused by cultural conflict, and theconflict reality and the reasons behind it deserve to further study. Shanghai will bethe object of study in the Chapter3. From the government public management angle,the analysis on cross cultural management will be studied through the questionnaireamong the foreign talents whom are located in Shanghai. Moreover, the relativesuggestions and future expectation will be mentioned in Chapter4and5.Shanghai is becoming “Port of Foreign Talents”. As the2012’ Shanghai JobFair for Foreigners&2012Yangtze Delta (Shanghai) Job Fair for ForeignProfessionals presented that the supply of foreign professionals has been expandingfrom traditional education category to technology and management categories. Moreand more enterprises have been realizing the benefits of foreign professionals. According to the official updated data analysis of foreigners’ employment andresidence in China, the government public department should put more attention onthe management, less the problem raised by cross culture. To improve theunderstanding and implementation of law and policy in public, human resourcemanagement, culture and education management, media and publication,neighborhood management etc., must be developed for cross cultural management tocomply with the development of society.
