Research On The Service Of Providing For The Aged In The Community Comprehensive Old - Age Service System

As China entered the aging society, the pension has become an increasingly important socialissue. But the traditional solution, family supporting, cannot meet the current needs due to thetrend of centralization and diminished scale of household like the emergence of the "4+2+1"familymodel. While the typical pattern of social security, institution endowment, has not been themainstream way to take care of the aged because of its high cost and inappropriateness to thehabits of elder people that causes a low occupancy rate in spite of the high demand. As a result,China explored a pattern of home-based care the aged to meet the current national conditions andlearned from the western pattern on community care. In addition, the “twelfth China agingdevelopment five-years-planning” that issued in September,2011has proposed the requirement of:the establishment of a home-based services system for the aged which is supported by publicsectors and community and the soundness of systems of home-base care for the aged and theservices provided by community.At present all have on old-age home made some attempts to innovation, and put forward the"9073""9064" policy goal, but due to the definition of family endowment differences, thereforeproduce ambiguity in policy making. But there is no uniform standard for home-based careservices specifically how to do.In this paper, through the method of literature and field research, referring to the experienceof home and abroad, I get some fruits.Firstly,redefining the pension that occupy the home, andmaking the pension and other pension ways to do the contrast.Secondly, this paper designed theframework of home-based care for the aged services system on the basis of the community,andelaborated the service object, service content (formal and informal services), the mainresponsibility, service mode, service providers of home-based care for the aged.Finally, the paperput forward practical policy suggestions aimed at the existing problems of home-based care for theaged in China.Hope to provide some references for the implementation of the policy of ourhome-based care for the aged services. This paper mainly includes the following parts:Part I: the concept of home-based care for the aged, distinction home-based care for the agedand several existing pension and home-based care for the aged theory;Part II: according to domestic and international experience of home-based care servicesframework is suitable for our country;Part III: two service modes of old-age home proposed for reference, to establish old-agehome service object evaluation system: formal and informal care service;Part IV: the main responsibility of governments in that other home-based care services in position and home-based care services;Part V: pointed out that at present home pension problems and compatible with the situationof China’s policy recommendations.
