A Study Of Contemporary Chinese Democracy

China is a socialist country which implements the socialist democracy with thepeople being in power as its nature and core. The essence of socialist democracy is toensure the realization of people’s rights and interests. The people’s politicalparticipation is an important way to ensure that the people are masters of the country,and the prerequisite to realize political participation is democratic expression. Theconcept “right of expression” has been proposed and stressed continuously throughthe reports of the sixth plenum of the16th CPC Central Committee, the17th NationalCongress of the CPC, and the18th National Congress of the CPC. As a basic right torealize people’s democracy, it is a necessary requirement of modern politicalcivilization for improving and emphasizing right of expression. And the democraticexpression is one of the important contents of the right to expression.Political participation is one of the core concepts of democracy. By expandingpolitical participation which is protected by the democratic political system,democratic politics can be promoted. In the process of political participation, the baseis the right to know. And relatively speaking, the right of expression is a way ofpolitical participation which can only be realized under the protection of the right toknow. Democratic expression consists of four basic elements: the first is thedemocratic expression of motivation—“Why to express”; the second is the subject ofdemocratic expression—“Who to express”; the third is the object of democraticexpression—“To express what”; the fourth is the way of democraticexpression—“How to express”. Contents of democratic expression include the speech(and thought) expression, suggestion (opinions) expression, and interest appealingexpression etc. In contemporary China, the basic system of Chinese democraticexpression is the system of people’s congress, the multi-party political consultationand community level self-governance and so on. And the platform of the democraticexpression in China is the inquiry system, the network platform and the public media,etc. Appropriate democratic expression is the manifestation of the legitimacy of the government and the foundation of democratic decision-making. Besides, democraticexpression can be implemented effectively to supervise the government, as well aspromote political participation orderly. There are still many problems exist among thedemocratic expression in the contemporary China, such as: imperfect development ofthe subjects of the democratic expression, quality of the public staff, channels toexpress and the protection of the right to know needing to be improved, and thepublicity about government information and so on. The primary thing to improvingour democratic expression is to strengthen the education and training of the subjects,changing government’s functions to elevate its service idea and level, furtherimproving the construction of system and paving the way to the interest expression.Those suggestions and implantations can further help the development ofcontemporary Chinese democratic politics.
