The Institutions in China’s economic construction and social development are important forces,the institutions is the management of the administration of the important components. Reform of the management system of the institutions is supporting the reform of the administrative requirements as well as public institutions adapt to the market economy to the objective needs. For a long time, the Broadcasting and Television Bureau, as nonprofit institutions, and appointments and dismissals of cadres and government agencies with the same clear administrative color. If this situation persists, it will cause a brain drain and some of the people to work hard to mobilize the enthusiasm, it greater play to the backbone of the initiative on reform of the personnel system as a breakthrough. Analysis of internal recruitment mechanism, the problems mainly exist reasonable question, the question, traditional problems and corruption problems, and further improve measures This paper hopes to be able to reform of public institutions to provide some new thinking, to promote the reform of the personnel system further deepened, and the eventual establishment of a scientific and reasonable mechanism for internal recruitment.The thesis composes of five sections:Section one is the Introduction. It deals with the research backgrounds, significance, outlines and methodology.Section two includes a review of the internal recruitment theory and an statement of the documents, an analyses of the development process of internal recruitment in foreign enterprises, an evaluation of the relevant documents, and finally a withdraw of valuable conclusions and enlightenments.Section three is case studies. It takes Middle-level officials hired to work on the implementation of Inner Mongolia television as an example. On the basis of the principle, appointment, employment conditions and making process of internal recruitment, it describes the existing status of internal recruitment in this paper. Section four points out their limitations and problems, analyzes their causes.Section five, based on the perspective of the whole institution internal recruitment, comes up with improving ideas.This thesis as a whole adopts a method of combination of both standardization study and case study, trying to combine the quality and quantity analysis, as well as the logical deduction and historical generalization. Also it furthers the study with specific examples so that it can be a prospective research achievement and offers guiding principles to the theories and practices of internal recruitment for the institutions.
