Research On The Management Mechanism Of Government Public Opinion Monitoring

At present, in the pan in the media and the formation of self media era, network public opinion can not be ignored in our society has increasingly become the public opinion, enhance the government’s management and service ability from the maintenance of national security, social stability and the point of view, the government based on public opinion monitoring and related construction and application of more and more important regulatory mechanism.This paper uses literature method, system analysis of various research method, expert consultation method, for the construction of the government network public opinion supervision mechanism this is studied systematically. Through the comparison of Chinese and foreign in this field from technique to system design, that although in the post status, but the application of technology, the extensive and relative political system based on the advantage, have the ability to create a line with their own national conditions of network public opinion supervision mechanism. On the basis of this, this article from the perspective of system theory, research and design a specific indicators based government monitoring and management system. The design can be summarized as "a set of index system, a set of processes, an information platform"."A set of index system" mainly refers to the "supervision indexes system of network public opinion, it covers the monitoring and warning, tracking feedback evaluation, disposal of three subsystems;"to carry out a set of process" is the government in the legal system, system, organization construction based on the network public opinion refers to the administrative process treatment system, the process of operation and three sub system corresponding to each other;"an information platform" is more than two aspects based on the operation process, authoritative information platform on network public opinion monitoring and management to the official and the public. The design and implementation of the three, will involve the establishment of government supervision departments.In the entire mechanism, the public opinion supervision index system is the most important, the warning index system of public opinion monitoring is the foundation and the core of it, so the various index selection and generation are discussed in detail, the study laid the tone and carry out management construction based on the scientific analysis for this.
