An Analysis Of The Influence Of Return Elite On The Development Of Rural Democratic Politics

The development of rural democratic politics is a long-term commitment, which requiresthe participation of social various aspects. As the group of high authority and strong economicstrength, being easy to accept new things, rural backflow elites play an important role in thedevelopment of rural democratic politics. Project X village is superior to the surroundingcountryside on politics, economy and culture after the introduction of reflux elite. But thebackflow elites form the establishment taking advantage of the power and priority allocation ofresources in the process of continuous administration, destroying the harmonious development ofrural democratic politics. These positive effects and negative effects of rural democratic politicaldevelopment are thought-provoking. How to perfect the rural democratic political constructionand promote positive energy of backflow elites has important research value and practicalsignificance.This paper mainly uses empirical research method, through the interviews of elites andnon-elites in project X village, analyzing how the backflow elites are access to power, throughinvestigating the typical cases of X village, combining the theory of elite and interest grouptheory, I analyze the rural elite its influence on the development of the rural democratic politics,On the one hand, reflux elites strengthened the rural democratic politics system design to acertain extent, on the other hand, because of the long-term power to form the establishmenthampering the harmonious development of the rural democracy. Analysis conclusion of thispaper is to promote the backflow elites playing a positive role in the development of ruraldemocratic politics, but also to avoid negative impact, achieving the harmonious development ofrural democratic politics.The analysis process of this paper is mainly divided into five parts, respectively is:The first part is the politic theory and research method, using elite theory and interest grouptheory as the research tools. From the Mosca’s "ruling class" to the Michels’ oligarchic iron law,they can be theory support about effect of reflow elite on rural democratic political development.The second part is the introduction of sample survey. X village is superior to thesurrounding villages on economy, politics and culture after the introduction of reflux elite. Butthe continuous administration of backflow elites destroys the harmonious development of ruraldemocratic politics. This part expounds the elites’ process of controlling power with developmentand changes, using empirical research method.The third part is the conditions and ways of elites gaining political power. Part rural elites return to rural areas under the external thrust such as government’s policy support, personalauthority, as well as driven of political purposes and self value realization, which activelyinvolved in the village politics and dominate the village public authority, causing therestructuring of the village power structure.The fourth part tells how backflow elites impact on the development of democratic politicsin the country. Reflow elites drive the development of rural economy, improvement of livingstandards of the villagers having strengthened rural democratic politics system design. Butlong-term ruling elites tend to flow the establishment, which hampers the elite circulation flowand influences the balance of the rural social stability.The fifth part is how to improve the countryside backflow elite in the period of the newrural construction. How to provide both sufficient channels and fair mechanism for differentsocial levels of elite movement and how to maintain the circle of elite and maintain the benignoperation of the village under the perspective of policy and system, is of importance. This is thepropose of the thesis.To sum up, Elite backflow rural power through different channels, promoting thedevelopment of local economy, to a certain extent, strengthening the rural democratic politicssystem design; But under the influence of family power and social structure, an elite in power fora long time is easy to flow establishment, hampering the old and new elite normal flow and thebalance of the rural social stability, even easily to form "oligarchs". So we should not onlyimprove the occasion to the countryside backflow from the system and policy elite, promotingthe backflow elites to play positive energy, we also need to avoid backflow of the elite in powerfor a long time to bring the negative impact from the system and policy, realizing the harmoniousdevelopment of rural society.
