Since the "tax system" reforms, state finance has used tax rebates, special transfer payments, money transfer payments and other ways to re-balance the fiscal relations between central and local governments to alleviate the negative impact of state finance fiscal centralization brought about. The project system becomes one of the dominant forms. The project system not only highlights the central authority, but also becomes a usual means of higher authorities to mobilize grassroots level. Local governments set up a large number of special funds to take advantage, supervise and manage the special funds and to effectively supply public services and public goods to meet the basic needs of the members of communities.By combing the results of previous research, I find that the project system has been widely used in the field of social management, public utilities and public facilities in urban and rural construction, education, culture and other areas of public service, but there is still lack of the research in the field of social welfare. Therefore, this paper selects the projects of community home care service center construction in the field of social welfare and takes the operation of the project in Nanjing as an example. Based on the interview of the principals of Jiangsu Province, Nanjing and several District departments and related policy documents, this article mainly discusses the operation mechanism and the effects of the project system in the field of social welfare.The study shows the project system has the advantages of the government responsibility regression, the coordination of all levels of the government, effective using of project funds, steadily improving the quality of service and so on. However, some problems exist in practice as well, of which the more obvious are as follows:First of all, matching funds requirements lead to the unbalanced development of different regions. In addition, the inadequate operating funds affect the sustainability of service supply. Thirdly, the behavior of dealing with checking results in formalism. Last but not least, project constructions are not in line with service supply. Finally, administrative standardization has the contradictions with social diversity.In order to crack the hard nuts, the article explores the valid paths, such as ideas of democratic service, more investments, adaptation to local conditions, enhancement supervising, mobilization the participation of social forces and so on.
