Maritime security is increasingly becoming a new concern of world political, maritime security cooperation also is becoming a major point on the relationship between countries. Since the end of the Cold War, maritime geopolitical environment in the Asia-Pacific region has undergone dramatic change, raising serious challenges to maritime security among the main countries in this region.Facing the changes in the regional maritime security environment, maritime security strategies of Japan and India have also undergone a corresponding change. Japan put forward to strengthen their own defensive ability, enhance the cooperation with other maritime powers, and pursue the wider maritime security interests within the Japan-US alliance. On the other hand, Japan has a broader maritime safety strategic objective that contains China’s maritime development and seeks the initiative of the maritime security cooperationin the East Asia. India’s maritime security strategy also transforms from the "offshore defense" to "Ocean control" to strengthen the influence of other waters around based on the leading Indian Ocean. The similarity between Japan and India on maritime security strategy is the inherent power to promote their maritime security cooperation.The relative location of Japan and India in the marine geography and the complementary in the maritime security promote the establishment and development of maritime security cooperation between two countries. Maritime security cooperation between Japan and India focuses on four different levels:the communication of the defense departments, the coordination of the maritime safety policies, joint maritime security operations and the cooperation of defense technology. However, the current maritime cooperation between Japan and India lacks of stability and equality, especially in terms of defensive technology. Meanwhile, the prospective of the cooperation towards foresaid aspect still considered to be optimistic.On the other hand, this paper bases on the theoretical framework of the cooperation with balances, institutional cooperation and cooperation with identity, which make a relatively deep analysis on the Japan-India’s maritime security cooperation fromthe three respective of geopolitical, institutional, cognitive. First, the Japan-India’s maritime security cooperation was established under the circumstance of the Asia-Pacific rebalancing strategy and the sea power competitive of China-U.S., which Japan and India have common security interests to contain the expansion ofChinese maritime power. Secondly, the degree of bilateral maritime security cooperation mechanisms are constantly strengthened which promote the sustainability of their maritime security cooperation in the future and provide the conditions to strengthen it. Thirdly, a similar identity and positive cognition between Japan and India are largely promote the formation and development of their maritime security cooperation, and has important influence on it.Finally, after the study of Japan-India’s the current maritime security cooperation, this article also analyzes the situation of Chinese maritime security and the impact of Japan-India’s maritime security cooperation to China’s maritime security situation. On the basis of above, I discuss some issues that required attention in the construction of China’s maritime security strategy.
