Study On The Immigration Policy Of Lijiang Yuku Hydropower Project Area

Nowadays, the problem of reservoir emigrant resettlement due to building of hydropower station has become of focus of concern. This paper, with the case of local construction of "one reservoir with eight hydropower station" in Lijiang, studies the problem of emigration in inundated area. How to solve the problem is the key to transforming resource advantages into economic development, creating economic benefits, reducing the contradictions between interests of emigrants and the national economic development, and realizing the development strategy of "water resource making the city rich " of Lijiang. Taking Ludila hydropower station for an example, the study describes the historical evolution and the background of the construction of hydropower station, the reservoir emigrant resettlement planning and construction, the resettlement policies of the government with regard of the land expropriation compensation, the compensation standards and the policies of long-term follow-up support. With the focus on the public problems of emigration and the hope of playing a positive role in policy improvement, it discusses the practical effect of the local government measures in hydropower station reservoir area, reveals the lessons that should be learned and puts forward targeted recommendations to solve the problems in future.
