| In the21st century, with the continuous progress ofChina’s socialism democratic politics, party and governmentattach great importance to the construction of scientific anddemocratic decision-making. They point out all decisionsinvolving the vital interests of the masses must listencarefully, deeply understand and fully reflect people’s will.Our country’s public participation in public decision-makingis flourish. However, despite the government does a lot ofexploration to absorb public comments into the publicdecision-making, standardized channels are few, and the resultis unsatisfactory, even appears the problem of stronggovernment dominant, participation formality and so on. Thepublic gradually exhibit offensive to this. So, researchingthe way of participation in public decision-making and tryingto broaden the channels for public participation haveimportant practical significance.When various public participation methods faced with thereality difficult, the roundtable dialogue system prevails inChina’s environmental protection. It uses the power of publicparticipation in its decision-making and displays the public’smain role function. So it evokes strong response in practice.For this reason, this paper takes roundtable dialogue as theresearch topic, using the system analysis, theoreticalanalysis, case analysis and other research methods to studythe theory and practice of roundtable dialogue. The paper summarizes the current problems of public participation waysin public decision-making, presents social background andpopular reasons of the roundtable dialogue, explores theprofound theory foundation of roundtable dialogue that fittingthe needs of the time. It points out the important theoriesincluding the democracy negotiation theory, governance theory,new public service theory are reflected in the roundtabledialogue. The paper makes a comprehensive analysis ofroundtable dialogue. It tries to deeply dig the connotationof roundtable dialogue, to make a comprehensive interpretationof roundtable dialogue. It considers that in roundtabledialogue democracy is the core, dialogue is the basis,negotiation is the key. Compared with other forms ofdecision-making, roundtable dialogue not only has theadvantages of providing a platform for consultation,effectively protecting the rights of the public, ensuring thedialogue equally and effectively and highlightingdecision-making positions of the public, but also has thelimitations of high time cost, highly quality requirements ofthe public, not applying to the macro level and highlyprofessional policy. The paper also focuses on the impactfactors of determining public participation and the problemstandards of judging to take which kinds of decision-makingapproaches, and presenting the characteristics to using theround-table dialogue. The paper specifically chooses apractice case as the research object, and summarizes thecurrent problems in the roundtable dialogue practice by synthesizing other cases. Finally, it brings up severalrecommendations to promote the roundtable dialogue system.The paper makes a systemically research on roundtabledialogue. Through a comprehensive analysis, we believe, itwill help us to have a deeply understanding of roundtabledialogue.
