A Study On The System Of Declaring Civil Servants' Property In China

In recent years, the official corruption has always been the focus of public opinion. Attacking corruption and construction of a honest government is not only the strong appeal of the people, but also the purpose of we try to reach. The civil servants property declaration system as a weapon to prevent and punish corruption, has been widely adopted, and obvious effects have been achieved. In our country, in spite of the relevant provisions of the property declaration, the provisions itself has a lot of problems, especially the lack of legal authority, so in reality the provisions didn’t get effective implementation, and finally become a mere formality. The purpose of this paper is to analysis problem of property declaration system of civil servants in our country, on the basis of draw lessons from foreign experience, combined with China’s national conditions, put forward the conception of perfecting our country’s civil service property declaration system.Based on the background, purpose and significance of this topic, domestic and foreign research status and research methods, we discuss the basic theories of civil servants property declaration system, related concepts, define the concepts and element of the property declaration system. Then it summarizes the development process of the property declaration system of civil service, and points out that the current property declaration system of civil servants has many problems, such as the narrow scope of the application subject and the contents of the declaration, the single declaration type, the private declaration results. On the basis of the other countries and areas’ success experience of civil servants property declaration system, we analyze the national conditions and the reality of the situation, and put forward some countermeasures for perfecting the property declaration system of civil service. This paper considered the ideological foundation to implement the property declaration system of civil service, improve the civil servants property declaration of acceptance; secondly, to accelerate the legislation, build the legal system of property declaration system; basic framework again to improve the property declaration system of civil servants and effective property declaration supervision mechanism, and finally to supporting the system of property declaration system of civil servant.
