Research On The Transfer Of Service Function Of Neighborhood Committee And The Path Of Community Social Organization

The formation of civil society gives a new requirement for China’s urban community construction. Social service and social management has become the center of government departments and residents’ committees. In order to promote community construction faster and better, and establish modern communities based on social services and social management, we must reorganize and transfer the current functions of residents’ committees, and solve problems such as complicated functions, heavy burden, and bureaucracy.Based on other researches and reform attempts on domestic community construction, community social organization is the best carrier of residents’ committee functions, having a positive promoting effect on modern community construction. This article analyzes and researches relations between the residents’committee and social organization based on real situation of a community in Nanjing, combining with the author’s participation and practice in this community’s social organization. This article mainly analyzed and discusses residents’ communities’ functions, level of practice and transfer method; Community social organizations’ advantages and how they can undertake the function; the cooperation and conflict between residents’ committees and social organizations, and exhibit their current situation and development trend. This research recognizes the necessity and feasibility of residents’ committee’s functions transfer, and makes positive prediction on how this transfer can relive burden and improve social organization’s survival.Because this transfer between social organizations and residents’ committee lacks practical data support, this article cannot effectively solve the problems between the two organizations. However, this article has summarized and generalized the problems on the function transfer. Not only can this article guide functions transfer effectively and avoid some problems and leaks during this process, but it can also provide a possible resource attainment pattern for social organizations.
