| After The Third Plenary Session of the eleventh in1978, Chinese society entered into a period of great transformation, take the market as the orientation of the reform practice, especially in the process of establishing and perfecting the socialist market economy, the new social classes appeared, the classes included:private scientific and technological enterprise of business staff and technical personnel, management and technical personnel employed by foreign capital enterprise, individual household, private entrepreneurs, employees in intermediaries, free-lance professionals. With the deepening of reform and opening up, this class is keep growing gradually.And with our country’s workers, peasants, intellectuals together, become a member of the builders of the socialist cause with Chinese characteristics. During the period of economic development and reform they made a great contribution. Since reform and opening up,for change of the stratum and the demand of economic development, The communist party of China’s policy also has experienced a changing process of adjustment.After The Third Plenary Session of the eleventh in1978,the domestic original planned economy is turning to market economy, from admit the legal status of private economy, to the non-public sector as a complement to the socialist public ownership, the non-public economy is an important part of our socialist market economy, national policy with deepening of reform and opening up of the new social class has been adjusted. The CPC had held the Third Plenary Session of the18th CPC Central Committee, the party and country has put the non-public economy and the public economy in the equally important position. CCP policies of the new social has experienced a qualitative leap and change.The emergence of new social stratum is a major sign of social development and progress after market economy carried out in our country, and its existence and development of the harmony and stability of society has a vital influence. Therefore, practitioners should actively guide the new social strata to increase social responsibility, encourage, support and commend outstanding people who give great contribution in every parts of the new social class. Increasing the development of the new social class, for the construction of harmonious society provides a continuous material basis and spiritual power. But also to recognize the new social stratum is a complex class, to strengthen the in-depth study of a new social class issues.In this paper, the research includes three parts:the introduction, body and conclusion.The first part is "introduction". The main topic of the origin and significance, innovation research status and research are briefly introduced, and research methods of the article was introduced in order to improve the article demonstrate the scientific and rigor.The second part is the body, including the second, three, four, five, six chapters.Chapter2:Since the reform and opening up new concepts related to social class. This chapter mainly analyzes the concept and connotation of the new social class, social background and characteristics of new class formation, summarizes the current situation and development trend of the new social class,based on the analysis of the change of party policy in the new social class, collating the connotation of the concept in detail.Chapter3:Since the reform and opening up policy formulation and adjustment of the Chinese Communist Party on China’s new social strata changing process. This chapter of the communist party of China since the reform and opening up policy on China’s new social class can be divided into three stages:the first stage is from the third plenary session to the fourth plenary session of the thirteenth (1978-1989), the second stage is from the fourth plenary session of the13th to the16th party congress (1989-2002), since the16th national congress is the third stage (2002-present), made a thorough analysis about the policy of every stages, and this paper discusses the reform and opening up after1978, the main change process CCP’s policy towards China’s new social class.Chapter4:Analyzing the reason of the communist party of China’s policy in the new social class constantly adjust since the reform and opening up. This chapter mainly from three aspects of the communist party of China to the adaptation of new social class in China. First, development and growing of the new social class, social life have a significant impact to our country. Second, new class has internal differentiation, must be corresponding adjustment policy. Third, unite and mobilize more social forces to realize national modernization. Chapter5:CCP’s policy change on the new social class have impact on social development in China since reform and opening. This chapter mainly from four aspects: economic, political, cultural, social specific analysis after the reform and opening up. Our new policy changes brought social class influence. The development of the new social class the non-public sectors of the economy continue to grow in terms of economy, has formed the situation in which a multi-ownerships economic compete with each other. And brought changes in leadership of governance and the ruling party. New social class’s employees broke the past conservative ideology, caused the diversity of social and cultural values.Chapter6:Under the new situation, make our country new social class policy perfect. This chapter mainly discusses the policy changes under the new situation to strengthen the party to the new social class, as well as to the current party’s policy thinking and evaluation of the new social class. In the continued development of socialist market economy condition, ensure the class differentiation of social fairness. To guide the healthy development of the new social class actively, realize the comprehensive well-off society and socialist modernization.The third part is the conclusion. Reiterated to conduct the thorough research to the study of the theory of the new social class the importance of timely adjustment of national policy, arouse the enthusiasm of new social class staff construction of modern country, at the same time, also should avoid to reduce negative effects brought by the new measures, actively promote the healthy development of the new social stratum, and other friendly various social classes, work together to contribute to the construction of modern socialist country with Chinese characteristics. |
