Research On Late - Stage Support Of Resettlement In Large And Medium - Sized Reservoir Reservoir Area Of ​​Peng'an County

Reservoir resettlement is an important part of construction of water conservancyand hydropower. It is a large and complex systems engineering, involving politics,economy, society, population, resources, environment, engineering and many otherfields. China’s policy has transformed mere preliminary compensation intodevelopmental resettlement, so that people could consider how to address reservoirresettlement better through late-stage support.Firstly, from the state of reservoir resettlement policies, the academic world ofthe reservoir resettlement support related research departure, summed up the currentreservoir resettlement support of two paths:（1）Mainly as the production and livingsubsidy，the supporting funds are supposed to be distributed into the hand ofindividual on the basis of supporting project in the late phrase of migration；（2）Progrm assistance should be carried out to deal with the outstanding problems arisingfrom the production and living of migrants，while combination of production andliving subsidy with program assistance should be encouraged as well；Secondly, it analyzes the basic situation and reservoir resettlement support statusquo in Pengan, and then summarizes the problems of Pengan reservoir resettlementsupport.Once more, on the basis of the current situation of Pengan reservoir, it designsthe late-stage support of resettlement large and medium-sized reservoirs in Pengan.The planning mainly includes five aspects: infrastructure projects, socialinfrastructure, ecological and environmental construction, migration trainingprograms and resettlement support production and development planning. And it alsoanalyzes the benefits of total investment and production.Finally, it proposes support policy for the Reservoir Resettlement from the fouraspects: organization, financial management, project management, supervision andsecurity, and so on.
