Our country is the country with the most Labor force, at the same time, is also the country which has the most people who suffered from Occupational hazard. In recent years, accidents about occupational safety occur very often and collectively. Pneumoconiosis Morbidity is always high, and brings economic loss of8000millions to our country every year. This also brings reflection to us about the deep reasons of the outbreak of occupational diseases, among which, if the government supervise well is an important part.Except the Enterprises’illegal operations,the laborers’weak consciousness about self-protection, the reasons for the outbreak of occupational diseases also include The government’s ability of safety supervision. Because of the frequent change of the supervision system%the division of the supervision function, there is some problems in our country’s occupational safety supervision system in a long time.Since the reform and opening up, our country’s occupational safety supervision system has experienced many adjustment.In the thesis, the author gives a brief introduction about the development history. By the way of case analysis, the thesis points out that supervision system doesn’t operate well and administration-fragmentation are the most important reasons that influence the level and effect of supervision of occupational safety. By comparison, the thesis give a thinking that holistic governance is the way to solve the problem of administration-fragmentation.Holistic governance model is broadly applying abroad, but is only in the process of theoretical research.So the thesis analyses and compares some feasible programs to find out the way to coordinate and integrate different departments, and to carry out the work about Occupational safety and to give the public the best public service.
