Reflections On The Construction Of Local Organizations Of Democratic Parties

Using an in-depth case study of the China Democratic League (CDL) Shenzhen Municipal Committee, this paper aims to provide theoretical and practical normative context of the Democratic Party administrative management through the discussions and explorations on the role played by the democratic party institutions and its administrative operation management system. The methodologies adopted in this research are original and explorative.CPC-led (Communist Party of China) multi-party cooperation and political consultation system is the fundamental political system in China The eight democratic parties have the rights to involve in the process of policy designing and implementation and deliver suggestions. With the two new publications of the No.5documents of2005and2006by CPC, the multi-party cooperation and political consultation system was evolving to great extent. As a result, the requirements of democratic self-construction were being enforced dramatically as well. As a vital component of the democratic management, the self-construction of the administrative management system plays an important role in ensuring the political parties being capable of participating in political management and observing their duties and functions appropriately. The question addressed herein is how to improve the democratic parties’ performance and optimize their functionality through improving the administration system.As political consultation institutions, the democratic parties have some unique characteristics. One of the key functions of CPC organ is to support other democratic parties to execute their rights, participating in political management and advising the CPC. However, a wide range of problems are often identified in the administrative management systems concerning the democratic parties, such as ambiguous duties and responsibilities, in balance of employee age structure, out-of-date training system. In this regard, this paper will use the CDL Shenzhen Municipal Committee as an example to explore on the democratic organ orientation, operation and administrative management system.The core functions of democratic parties are to support other democratic parties to fulfill the functions of political consultation, political participation and democratic supervision. The democratic parties need to establish a comprehensive job rotation and training system, self-study system and scientific management system, which in accordance with the Civil Service Law and the instructions from CPC United Front Work Department. Specifically, the first step of constructing democratic parties should establish a comprehensive accountantablity system. Secondly, to improve the administrative decision making system; In addition, the democratic informatization should be enhance through two aspects:i.e. office automation and more effective network platform.Only on this basis, the democratic scientific management system can be established, and therefore further to improve the management efficiency and execution abilities of democratic parties.
