Research On The Sharing Of Government Information Resources

Western developed countries’government information construction and practice, and practice of construction and application of government information in China since the1990s have shown that government information construction and application development process must be from the stand-alone to networked to integrated from distributed, from officeautomation to the process of development of government information.In our reality, in the course of the development of government information construction and application, first, there is the separation of departments, the fragmented management of institutional barriers, resulting in the lack of resource sharing and inter operability between the various departments,second, each business application system take it own way,adopting decentralized mode of construction,which is lack of overall planning and unified, scientific standards, resulting in poor integration of resources, redundant construction and decentralized applications,the decentralized mode,independent of each other,is prevailing among the various business application systems,causing mutualincompatibility problems, and obstruction of government departments, exchange and sharing between the various application systems;third,government information resource can not effectively intergrated, resulting in the low performance of e-government.In the traditional mode of government management, on the one hand, a transaction processing stride across different government departments or the business offices of the same government, and the division of labor based on the implementation of segmented, decentralized management, resulting in the overall performance of the lower; on the other hand, the public looking for services between multiple agencies repeatedly submit the same information,to many government departments, spending a lot of time and energy to toss back and forth, even so the objective may not be able to successfully accomplished, resulting of the cumbersome and inconvenment of the traditional way.Decentralized construction,decentralized applications,and there from government information resources can not be fully shared,has become a serious bottleneck restricting the development of e-government, which can not make the requirements of social development, can not meet the contemporary government information to achieve business integration and integrationseamless service trends.The purposes of this research is to examine through the Shanghai H area government information in the process of building the various elements of the impact on the government sharing of information resources and their relationship,Summarizing of government information applications practice combination and the analysis of problem in government information sharing,to explore effective ways and means to establish a sound mechanism for sharing of government information resources, and to promote the level of government information construction and application level.
