A Study On Government 's Purchase Service To Resolve Social Contradiction

The purchase of service contracting (POSC) was first introduced in Anglo-American countries and gradually developed into a world trend, seen as an effective tool to promote the transformation of government functions, reduce unnecessary administrative costs and enhance the efficiency of government administrations. The30-years of reform and opening-up has witness a rapid development of economy, a reshape of social interests, a widening wealth gap as well as a growing tension between officials and the folks. All this give rise to the many social contradictions on education, employment, housing security and medical disputes. With the "weng’an-like incidents" propping up from time to time, it seriously undermined our social stability and harmony. In this sense, governments at all levels have given top priority to tackling social contradictions these years, a single, closed model has been unable to adapt to new social developments. As the New public-management movement advocates administrative transformation from an "all-power" government to a "limited government", our country seeks to introduce a "Social intermediary mechanism" to take up some of the administrative functions.Although using POSC to dissolve social contradictions is still at its early stage, with no prior experiences to drawn from, we are glad to see the primitive efforts made by Zhabei district of Shanghai on introducing third-party-power like lawyers, mediators, Psychotherapists to tackle social problems. This paper attempts to draw on the practice made by Zhabei district to look into feasibility of using POSC to solve social problems by examing theoretical perspectives like citizen participation, social governance and good governance in order to optimize a more radical while applicable problem-solving mechanism.Zhabei District government purchase of services to resolve the contradiction practical experience of sorting out their experience, effectiveness and insufficient analysis, we found that, in the disposal of social contradictions, without the official color of the third-party intervention not only easy the direct confrontation between government and folks, government failure and state, but also serves the requirement of the "small government, big society". On this basis, recommendations for improving the Chinese government procurement of services to resolve social conflicts are suggested, we should further emphasize its cooperative relations with the government, as well as its cooperation in the autonomy, strengthen the protection of the legal system, the construction of long-term mechanism to make it into health and orderly social order track.
